Good question. Saturn is in itself \u2013 a very hard planet \u2013 hard in the sense \u2013 there is no mercy shown. He is the Judge \u2013 and Judge is not to be blamed for your misdoings \u2013 his job is simply to be fair and provide justice.<\/p>

In Libra \u2013 Saturn is more relaxed. So Saturn in fifth house \u2013 will not delay a woman\u2019s progeny \u2013 rather provide her with a child and make her more responsible for his or her upbringing! So you see \u2013 here the delay is replaced with responsibility \u2013 so the ill effects of an exalted Saturn is more and more responsibility in relation to the house it signify.<\/p>

Bad Saturn is delays. Good Saturn is more responsibilities. So much that the native feels burdened! A woman had Saturn in 5th (Libra) \u2013 and she had Jupiter in 7th (Sagittarius) \u2013 so then what happened? She married at the age of 28 \u2013 she became pregnant at the age of 30 \u2013 and just after delivery of her first baby boy \u2013 she was forced to leave her house within 4 months! Later she was legally divorced \u2013 now tell me \u2013 isn\u2019t the 5th house Saturn in Libra \u2013 made her a SINGLE-MOM! And only a Single-Mom knows how challenging is the responsibility on her shoulders! So basically person feels burdened \u2013 no mother would feel her child\u2019s responsibility as a burden \u2013 but still as a human being \u2013 one does feel burdened!<\/p>

So Saturn in Libra \u2013 is like a strict military officer at his favorite place! So he is not going to punish you or being too harsh as he would be when outside at some other place \u2013 but he is going to impart all his qualities upon you \u2013 he is disciplined \u2013 he will make you disciplined, he knows what is responsibility and so now he will make you realize what is responsibility! So you see \u2013 he is practical by nature so he will now make you practical by nature. So being in LIBRA \u2013 Saturn bestows all of his qualities that Saturn considers to be necessary for the souls\/individual\u2019s growth!<\/p>

So if the person is ignorant (weak Jupiter) he may consider these qualities that Saturn wants you to experience \u2013 as evil or bad.<\/p>

But someone who is living with consciousness \u2013 he or she would \u2018evolve\u2019 through the process of Saturn\u2019s rigorous \u2018sessions\/phases\u2019 \u2013 leading to a much matured person than he or she was!<\/p>

Maturity is when you learn to live in the moment! A man of awareness lives his life moment-to-moment. He is not thinking of his PAST, and he is not worried about the FUTURE, he is simply happy to be \u2013 in this NOW moment!<\/p>

Ignorant men cannot understand what is good and what is bad for them and so they end up labeling anything that brings them pain as ill-effect or evil \u2013 and they miss \u2013 they simply miss to realize that the pain, the hardship is not to cause them pain, but to bring them much closer to their \u2018self\u2019 consciousness!<\/p>

But people are ignorant and so they simply don\u2019t get it \u2013 they are lost due to their own ignorance!<\/p>

Now the woman who was divorced had to bear the responsibility of bringing up her son \u2013 all by her own efforts \u2013 but slowly she reached to a stage where she became an independent woman! So you see \u2013 on the outer circumference \u2013 an ignorant person may label the affect of Saturn in Libra as ill-effect \u2013 but a conscious man \u2013 is perfectly aware that \u2013 this is the way of Saturn to help the native to \u2018evolve\u2019 and transform into a much better person \u2013 a much matured person. Libra Saturn is favorable to the native and so such a Saturn raise you to new heights \u2013 in life!<\/p>

If the same Saturn had been of Aries in 5th \u2013 this woman would not have become pregnant so quickly and now instead of responsibility \u2013 this Aries Saturn frustrates her \u2013 because she rarely is able to conceive a child \u2013 so here the story changes 360 degree! Here Saturn has no interest to raise you in life \u2013 but rather is simply interested to give you more hardships and pain!<\/p>

So Libra Saturn is in reality not a negative placement. You have to see where Jupiter is placed \u2013 where Rahu is placed \u2013 where Mars is placed \u2013 because these 3 planets rules the stars of Libra! The best place for Saturn is in the star of Jupiter (Vishakha) \u2013 here Saturn truly exalts and is so much happy that generally the native with Saturn in Vishaka is more luckier than guys with Saturn in Chitra or Swati!<\/p>

Compared to all 3 stars or nakshatras \u2013 Saturn in Swati \u2013 gives a bit tough time then otherwise!<\/p>

Ill-effect is felt \u2013 is experienced by those who rebel against Saturn \u2013 what is Saturn \u2013 Saturn is TRUTH. Judge favors only the TRUTH. And so if you are not following the TRUTH \u2013 if you are not being TRUTHFUL to yourself and others \u2013 then Libra Saturn also cannot help you.<\/p>
